<p>The Surtees Property is a four-acre site located at 4629 Lakeshore Road that was originally acquired in 2002 to facilitate the construction of a future trail head for the Bellevue Creek Greenway. The property is intended to act as a key link in a future public recreation trail from Okanagan Lake to the city limits at Myra-Bellevue Provincial Park. As such, future park components of the property are anticipated to include a public parking lot and staging area for park users, with the trail heading east to the City limits at Myra-Bellevue Provincial Park, and west toward Cascia Linear Park and Okanagan Lake.<br />\r\n

<p>Adaptive re-use is the process of reusing an old site or building for a purpose other than what it was built or designed for.</p>\r\n

<p>The goal of adaptive re-use of the Surtees Property would be rehabilitation of the existing buildings and protection of the character of the site in a fashion that showcases - and celebrates - its heritage value. The other goal would be to transform the site in a way that blends the adaptive re-use of the buildings with the surrounding park and strengthens the public connection to the Bellevue Creek linear trail through strong visual wayfinding elements and a public trail network nestled amongst the historic buildings and mature trees.</p>\r\n

<p>Kelowna’s heritage properties have historic, architectural and social value. A variety of tools and programs are used to protect and restore heritage properties in Kelowna.</p>\r\n

<p>Heritage conservation areas (HCAs) have special heritage value and character and are designated for long-term protection in an Official Community Plan. Section 614 of the Local Government Act allows local governments to establish heritage conservation areas.</p>\r\n
\r\n
<p>There are <a href="https://www.kelowna.ca/sites/files/1/docs/homes-building/abbott_marshall_st_heritage_conservation_area_development_guidelines_august_1997.pdf" target="_blank">two heritage conservation areas in Kelowna</a>, one near Abbott Street and one near Marshall Street. Changes to the HCAs are managed using the Heritage Conservation Area Development Guidelines, which were established in 1997. </p>\r\n

<h2>Heritage Conservation Area Development Guidelines: update underway</h2>\r\n

\t<li>\u{202F}<strong>Phase One\u{202F}</strong>of the HCA was completed in 2021 and assessed whether the Heritage Conservation Area (HCA) Development Guidelines met their intended objectives in a quantitative way. The findings of this phase can be found in\u{202F}the <a href="https://www.kelowna.ca/sites/files/1/docs/community/Planning/kelowna_hcas_data_review_aug_2021.pdf" target="_blank">Review of Kelowna's Heritage Conservation Areas</a> (2021).</li>\r\n
