This bylaw establishes an Intermunicipal Services Scheme involving the City of Kelowna, the City of Vernon, the District of Westside and the City of Penticton and covers affordable housing, climate action, harmonization of regulations, sustainable development, and transit.

Under the Local Government Act, if a municipality has a zoning bylaw it must also have a Board of Variance. This Board of Variance bylaw establishes the five-member Board and sets out the procedures for the submission of an appeal to the Board and for the conduct of its meetings. A person may apply to the BOV for a variance if they feel compliance with the bylaw would cause them hardship.

This bylaw establishes officer positions City Manager, City Clerk and Director of Financial Services and assigns powers, duties and functions to those positions.

The Bylaw references the Freedom of Information and Protection of Privacy Act, defines terms used in Schedule 1 of the Act, and designates the City Clerk and the Deputy City Clerk as the Head and the Records and Information Coordinator as the designate.

This bylaw outlines the regulations for operating city council and sets the scheduling of meetings and public hearings; outlines the designation of a member of Council to act in the place of the Mayor; the procedures for the public to follow at Council meetings; and the rules of procedure (agenda preparation, quorum, voting, points of order, conduct and debate, motions, etc.). As well, the bylaw sets out the regulations of minutes, bylaws, resolutions, and council committees.

The Council, Officer and Employee Indemnification Bylaw provides indemnification for members of Council, officers or employees against legal actions resulting from their job duties provided such claims are not a direct result of dishonesty, gross negligence, malicious or wilful misconduct.

This bylaw sets out the salaries and eligible expenses for the Mayor and Councillors. It also provides for an optional benefit plan, the use of a vehicle for the Mayor, and for the City to pay for accident insurance coverage for the members of council.

This bylaw designates those City Bylaws which may be enforced under the municipal ticket information (MTI) system. It sets the fines for the offenses and designates the officials entitled to enforce each of the bylaws. Some of the bylaws included in the MTI system are Building Bylaw No. 7245, Business Licence and Regulation Bylaw No. 7878, Fire Prevention Regulation Bylaw No. 6110, Traffic Bylaw No. 8120, Parks and Public Spaces Bylaw No. 6819, Zoning Bylaw No. 8000, Sign Bylaw No. 8235 and Solid Waste Management Bylaw No. 10106.
