The bylaw sets the charges for using recreation, parks and cultural services and facilities. These include admission fees to swimming pools, ice rinks and recreation facilities, room and theatre rentals, and field, arena and Apple Bowl rental fees.

The bylaw outlines fees for services provided by the city or for the use of municipal property, as well as outlining the city’s authority over these matters. Fees include costs for providing photocopies of city council minutes, tax certificates, title searches, human resources records searches, and police reports, as well as biosolids processing fees and dark fiber leases.

The Housing Opportunities Reserve Fund Bylaw collects money from property taxes, among other things, to buy land to provide affordable housing. It also allows grants to be given to developers for building affordable housing.

The bylaw lets land owners within the Urban Town Centres pay the city a lump sum instead of providing the off-street parking spaces that are required under the Zoning Bylaw.

The Airport Fees Bylaw sets the fees for use of Kelowna International Airport terminal space and lands. It outlines the fees for aircraft landing, aircraft parking, fuel concession, air terminal building space, and an airport improvement fee charged to departing passengers. It includes the authority for the Airport Director to approve a temporary reduction in aircraft landing fees for inauguration of a new air service.
