Council Procedure Bylaw

This bylaw outlines the regulations for operating city council and sets the scheduling of meetings and public hearings; outlines the designation of a member of Council to act in the place of the Mayor; the procedures for the public to follow at Council meetings; and the rules of procedure (agenda preparation, quorum, voting, points of order, conduct and debate, motions, etc.). As well, the bylaw sets out the regulations of minutes, bylaws, resolutions, and council committees.

Utility Billing Customer Care Bylaw

The Utility Billing Customer Care Bylaw establishes how the City of Kelowna operates various public utilities, including a water service system, a sanitary sewer collection system, and a streetlight system and how the City has entered into a contract for the provision of billing and account services with respect to its various public utilities.

Noxious Insect Control

The Noxious Insect Control Bylaw identifies which insects are considered to be noxious or destructive and requires people to prevent their property from becoming infested with any of the identified insects. Should an Inspector determine that a property has become infested and the property owner or occupier does not take action to remove the infestation within 72 hours after being ordered to do so, the City may have the work done and the costs may be charged against the property taxes.

Outdoor Events Bylaw 8358

The Outdoor Events bylaw sets out the regulations for the holding of outdoor events on public or private property within city limits. Under the bylaw any outdoor event held on public property or outdoor event expected to be attended by more than 1,000 people held on private property must be authorized by a permit. The bylaw provides the Event Committee with the authority to set conditions on the issuance of a permit. Conditions may include provision of parking, vehicle, litter and crowd control, security deposit, insurance requirements and payment of policing costs.

Panhandling Bylaw

The Panhandling bylaw limits where panhandling can be done within the City of Kelowna and in conjunction with the provisions of the City’s Ticket Information Utilization bylaw. It provides for the levying of fines for the commitment of an offence under the bylaw.

Noxious Weed and Grass Control Bylaw

The Noxious Weed & Grass Control Bylaw identifies which weeds are considered to be noxious and requires people to prevent their property from becoming infested with the identified weeds. Should an Inspector determine that a property has become infested or has grass growing in excess of 8 inches in height and the property owner or occupier does not take action to clear the property within 10 days after being ordered to do so, the City may have the work done and the costs may be charged against the property taxes.
