Automated Voting Machines General Local Elections and Other Voting Bylaw
This bylaw outlines the procedures and requirements to be applied in the conduct of local government elections and other voting that’s regulated under the Local Government Act. Voting for school trustee, mayor and councillor is done by hand, on specially prepared ballots, but the vote counting is done electronically using voting machines. The paper ballots are still retained if a recount, whether electronic or manual, is required. Various election terms used during general local elections are also defined.
Intermunicipal Transportation Service and Regulation Bylaw
This bylaw was created to establish a joint transportation scheme for the following municipalities: City of Kelowna, District of West Kelowna, District of Peachland, District of Lake Country, Regional District of Central Okanagan and Westbank First Nation. Sustainable Transportation Partnership (STP) finances, boards, governance, assets, withdrawal and liability are covered under the bylaw.
Fire and Life Safety Bylaw
This bylaw allows a municipality to have powers to impose the requirements in relation to municipal services, firecrackers, fireworks and explosives and to the health, safety or protection of persons or property. The Bylaw authorizes the Fire Chief or designate to exercise powers for fire related inspections and prevention and regulates the prevention and control of fires and for regulating the conduct of persons at or near fires.
Elected Officials Oath of Office
This bylaw lets Council use its own oath instead of the standard oath of office suggested by provincial election regulation. Council can choose between one of four oaths.
Tax Prepayment Plan Bylaw
The Tax Prepayment Plan Bylaw regulates the collection of taxes. This bylaw provides the terms of accepting and holding the money including interest in an alternative Municipal tax scheme and its rates. This bylaw allows the prepayment of property taxes and ability to implement a monthly instalment system for the convince of taxpayers.
Parks and Public Spaces Bylaw
The Parks and Public Spaces Bylaw sets out the regulations for the use of the City’s parks including the hours of operation; the issuance of access permits; and permitted and prohibited activities. The bylaw also provides for the designation of Dog On-Leash, Dog Off-Leash and Equestrian parks.
